New Amateur Band
JARL has been soliciting its members' opinions and repeatedly asking the Ministry of Posts and Telecommunications to permit amateur radio operation in the 1.8MHz band. As a result, the MPT has accepted the appeal and the 1.8MHz band, 1,810-1,825kHz, A1(CW) is ours now!! (As of April 1, 2000)
If your station is currently licensed to transmit in the 1.9MHz band, you are now automatically licensed to operate in the 1.8MHz band (1,810-1,825kHz).


New License Fee
Revised fees, payable for station license, effective April 1, 2000 are:
(1) 50 watts or less: 7,200 yen (mobile/portable)
(2) More than 50 watts but 200 watts or less: 11,000 yen (fixed only)
(3) Renewal: 2,900 yen

What does JARL do?
For example, if you want to set up a new 100 watt station in Japan, you need to pay 11,000 yen to JARL and JARL will perform the following services:

1. Write your application form in Japanese.
2. Buy 8000 yen revenue stamps.
3. Submit the application form with the revenue stamps to JARD.
4. Pay 3000 yen to JARD (which will forward your application to the Regional Bureau of the MPT)
5. Receive the new license from the Regional Bureau of MPT and send it to you.

And, for example, if you are renewing your station using the same equipment: Please pay 2,900 yen to JARL and we will:

1.Write your application form in Japanese.
2.Buy 2900 yen revenue stamps.
3.Submit the application form with the revenue stamps to the Regional Bureau of MPT.
4.Receive the new license from the Regional Bureau of MPT and send it to you.

Please note that JARL performs these services as a courtesy to foreign amateurs and keeps none of the fees.


Why 7,200 yen? Why 11,000 yen?
There are several ways to apply for a station license in Japan: One is to apply for the license through the Japan Amateur Radio Development Association (JARD). JARD certifies/guarantees the applicant's equipment meets the technical standards for amateur radio equipment for a fee of 3,000 yen. After JARD certifies/guarantees your equipment, your application is submitted with revenue stamps to the Regional Bureau of the Japan Ministry of Posts and Telecommunications. The amount of revenue stamps as of April 1, 2000 are: 1) 50 watts or less: 4,200 yen (mobile/portable) 2) More than 50 watts: 8,000 yen (fixed only) The other way to apply for the station license is submit your application to the MPT (not through JARD). In this case, an official will visit your shack to inspect your equipment, and they will charges you more than 20,000 yen for this on site inspection in addition to the initial application fee. Obviously the JARD route makes it easier to obtain a license.

Note
If the applicant's equipment was purchased in Japan and has a "Technical Standard Certification Number," your application is submitted with revenue stamps to the Regional Bureau of MPT directly. (Not through JARD). Please therefore mention the number in your application form.
